The naive grocer and retailer David comes up against the experienced wholesaler Kittrich in the election for the post of a councillor. Intrigues, secret meetings, bought votes and the threat of bankruptcy ensue. However, David’s daughter Pepička, who is playing for her future and her love, has everything in hand. She not only manages her father’s candidacy, but also decently resolves the threatened scandal around a secret lover who meets with Kittrich and with his son. The small and the weak really do have a chance against the large and the strong, provided they adopt their methods.
